The major aim of any Human Resources Department is to maintain productivity and harmony at the workplace. The Chitungwiza Human Resources Department in its quest to ensure that there is harmony and that service delivery is achieved through adherence   to the guidelines of various blue prints that include:

The Human Resources Department is headed by the Head Human Resources and is manned by 18 employees.

Objectives
  1. To revise Organogram by 31 December 2017
  2. To produce Job Evaluation Report by 31 December 2017
  3. To capacitate 1160 employees by 31 December 2017
  4. To develop and adopt 10 Operational Manuals by 31 December 2017
  5. To fill 5% critical key vacant positions by 31 December 2017
  6. To implement 2 employee wellness and HIV & AIDS programmes by 31 December 2017
  7. To conclude disciplinary hearing cases within 14-30 days by 31 December 2017
  8. To conclude 5% of the outstanding Labour cases by 31 December 2017
Goals of the Human Resources Department
  1. Right size the Municipality from the current 1645 to 846 by 31 December 2018
  2. Improve competencies for 564 employees from the current level of 282 employees by 31 December 2018.
  3. Improve compliance with Labour laws and HR operational manuals and polices from 50% to 100% by December 2018
  4. Reduce critical Key Vacant Positions from current 5% to 100% by 31 December 2018
  5. Improve industrial relations environment from current 10% to 100% by 31 December 2018
